What is the CVC Exchange?

The CVC Exchange is an innovative, student-centered tool that allows students currently enrolled in a California Community College to instantly enroll in online courses offered at eligible colleges without filling out a separate application. You can enroll in transfer courses not currently available at your Home College to complete your general education requirements, in addition to taking courses required for transferring to a four-year university.

  • Home College: College from which students enter the CVC Exchange to take courses through other colleges.
    • If you are an RCCD student, you would mark one of our colleges—MVC, NC or RCC—as your Home College. As a Home College, RCCD students can take online courses offered by other colleges through the CVC Exchange while remaining RCCD students, allowing them to expand their course options and progress toward their educational goals. 
  • Teaching College: College that offers courses via the CVC Exchange to students from other participating colleges.

Student Information
Students can search for courses at cvc.edu using a variety of criteria.
Only students enrolled in at least one credit course at participating colleges are eligible to cross enroll. Students must also meet the following requirements:
  • Have at least a 2.0 GPA or not yet established a GPA at the Home College (RCCD Colleges are considered a home college)
  • Have no outstanding fees at the Home College
  • No out of state address on file at Home College
All participating Teaching Colleges have signed a Federal Financial Aid agreement. As such CVC Exchange students simultaneously enrolled at both Home and Teaching College may be able to receive federal and state financial aid funds based on combined units taken at both colleges. Eligibility will be determined by the student’s Home College.
A student's Disabled Student Programs and Services (DSPS) status or accommodations determination will not automatically transfer to the Teaching College. Students using the Exchange will have to apply separately at both colleges to receive DSPS services and classroom accommodations.
Students using the CVC Exchange are subject to the payment policies of the college that is offering the class, i.e. the Teaching College. Since a college may have a drop for non-payment policy and deadline date; it is in a student’s best interest to pay for classes at the time of enrollment in order to secure a seat in the class. Even if a student initially chooses the credit card option to pay for classes, eligible students are still allowed and encouraged to apply for both the CCPG and Federal Financial Aid at time of payment. If approved for either or both CCPG and Federal Aid, students who may have used the credit card option will be appropriately reimbursed.
  1. Pay with credit card: The option to pay with a credit card through the payment portal is the most immediate payment option available to Exchange students.
  2. California Colleges Promise Grant (CCPG): Students who are eligible California residents, may apply for the California Colleges Promise Grant (CCPG) which can waive enrollment fees for qualified students for the entire school year.
  3. Federal Financial Aid: If an Exchange student is qualified to receive Federal Financial Aid from their Home College, to help cover the cost of tuition and fees for classes being taken at the Teaching College; they may request Federal Financial Aid from their Home College.
Students wanting to use the Exchange must consent to have their transcripts automatically shared from the Teaching College to the Home College at the end of the term. The Exchange informed consent statement at time of enrollment specifies that a student must consent to having their transcripts automatically shared with the Home College. This consent acts as the request for any classes taken through the Exchange.
The California College Promise Grant (CCPG) and the California Promise Program are two separate programs. Additionally, the eligibility requirements between the two programs are very different.The California Promise Program provides first-time college students the opportunity to attend tuition free for their first two years and is exclusively for first-time college students who enroll full-time. The California College Promise Grant (CCPG) is a fee waiver for ALL eligible students to assist with the enrollment fees ($46/semester unit or $31 per quarter). Students are expected to reapply every year to qualify for the waiver. While the CCPG is identified as a payment option for Exchange students, there is no such provision for students participating in a Promise Program. Students taking classes in the Exchange will have to inquire with their Home College’s Promise Program if they would like to use Exchange classes to fulfill their Promise Program requirements.

Faculty Information

The California Virtual Campus (CVC) (formerly the Online Education Initiative - OEI) is a collaborative effort among California Community Colleges (CCCs) to ensure that more students can complete their educational goals by increasing both access to and success in high-quality online courses.  CVC is a digital resource that provides easy access for students to enroll in fully online courses across all 115 brick-and-mortar California Community Colleges (please note, this tool excludes the CCC system’s fully online college, Calbright).  It includes a comprehensive catalog of online programs and courses to help students achieve their educational goals.

The CVC Exchange Instant-Enrollment is a system by which students at participating colleges can take fully online courses at another college without completing multiple admissions applications.

A student must be enrolled in a Home College to participate. RCCD Colleges (Norco College, Moreno Valley College, and Riverside City College) is now a Home College!

Courses at a Teaching College are available for cross-enrollment. RCCD Colleges (Norco College, Moreno Valley College, and Riverside City College) launches as a Teaching College in Spring 2026!

As a professor at any of our colleges in RCCD, your fully online course will automatically be made available through the Exchange for cross-enrollment (enrollment between two colleges).

Your course can be asynchronous or synchronous as long as it is fully online.  It cannot be partially online (hybrid).

There is the potential for higher enrollment into your courses, meaning fewer chances that courses are cancelled.  Students should also be able to earn certificates and degrees faster.

Upon signing into cvc.edu, students identify their Home College and search for classes sorted by category (CSU, IGETC, or topic). Available courses are displayed to them in the following order:

  1. Available Home College courses first
    1. Any Home College courses that are Quality Reviewed/Aligned to the CVC Rubric appear at the top of this list.
  2. Available Teaching College courses second
    1. Any Teaching College courses that are Quality Reviewed/Aligned to the CVC Rubric appear at the top of this list.
  3. Any other available courses offered through other CCCs participating in the Course Finder.

The student selects the desired course for enrollment.

  1. Classes marked Add Class are eligible for instant enrollment.
  2. Classes marked Apply Now are not eligible for instant enrollment, but students may still enroll by filling out an application via CCC Apply.
  3. Whether a course is eligible for instant enrollment depends on whether the student is enrolled in a Home College and is registering for a course in a Teaching College.

In general, you should not need to change how you teach your fully online course. Exchange students will have access to the same information and online resources within your course as RCCD students. You will submit your grades at the end of the term into the our web advisor portal as usual. 

You should recognize that students will not have access to on-campus resources. However, this is no different from other semesters when students could sign up remotely for classes. And students will still have access to resources from their Home College since they will be enrolled in Home College courses.
