Student Housing

Riverside Community College District strives to impact the social and economic mobility of its students by ensuring access, success, and equity for everyone who wishes to take advantage of the educational opportunities offered by the colleges.

Housing is a vital foundation for community college students. RCCD and the California Community College system recognizes there is a need for affordable housing options for young adults, including those aging out of the foster care system.

In response to the accessible, affordable and sustainable student housing needs, RCCD has developed a draft version of a strategic framework for student housing. RCCD has identified on-campus housing possibilities at the three colleges: Moreno Valley, Norco College, and Riverside City. The on-campus student housing projects would fit within each college's Facilities Master Plan.

On September 23, 2021, Governor Newsom signed Senate Bill 169 (SB 169), the postsecondary education budget cleanup trailer bill, which appropriates $500 million in FY 21-22, and states intent to provide $750 million in FY 22-23 and FY 23-24 for the Higher Education Student Housing Grant Program. The program, with the purpose of providing affordable, low-cost housing options for public postsecondary students in California, will provide one-time grants for construction of student housing and the acquisition and renovation of commercial properties into student housing. This bill appropriates 50% of the available funds each year to California community colleges, 30% to the California State University, and 20% to the University of California systems.

      • AB and SB 169 was amended through Higher Education trailer bill AB and SB 183 and further defined the eligibility and ranking methodology.

      • AB and SB 183 was further amended and the Legislature introduced identical higher education budget trailer bills, AB and SB 190.
