RCCD Awarded $472,468 in Employment Training Panel (ETP) Funds to Enhance Workforce Development

The Riverside Community College District (RCCD), in collaboration with subcontractor San Bernardino Community College District (SBCCD), has been awarded $472,468 by the Employment Training Panel (ETP) of California to enhance workforce training in the Inland Empire. Chaffey College has also received $569,880 in ETP funds, further demonstrating the region’s commitment to workforce development and economic growth.
The ETP contract, awarded on August 30, 2024, will fund training initiatives over the next two years aimed at upskilling both employers and employees throughout the Inland Empire. The goal of this partnership is to provide high-quality, employer-driven training that addresses the evolving needs of local businesses and industries. These funds are sourced from the Employment Training Tax (ETT), paid by California employers participating in the Unemployment Insurance system.
“We are thrilled to have been awarded this significant funding through the ETP program,”
said Jason Kennedy, Director of Workforce and Economic Development Projects. “This
partnership with San Bernardino Community College District, and the additional award
to Chaffey College, reflects the collaborative efforts across the region to equip
our workforce with the skills needed to thrive in today’s competitive job market.”
About the Employment Training Panel (ETP)
The Employment Training Panel (ETP) is a state agency that reimburses employers for the cost of customized job skills training. RCCD, as a Multiple Employer Contractor (MEC), will deliver training programs designed to meet the specific needs of both small businesses and large corporations across the region.
RCCD can customize training to individual employers’ needs, addressing essential workforce skills through topics that include:

- Computer Skills: CAD, MRP/ERP Systems, Cybersecurity
- Commercial Skills: Non-Manufacturing Processes
- Manufacturing Skills: Equipment and Processes

- Safety Skills: Hazardous Materials Handling, OSHA10/30 Compliance
- Management and Leadership Skills
- Literacy and Remedial Skills: Job-Related Literacy Development

Training formats include traditional classroom/laboratory sessions, video conference-led
e-learning, and employer-provided trainers. Facilities for training can range from
employer sites to RCCD’s regional centers, ensuring flexibility to meet a variety
of business needs.
