COMPLAINT REPORTING

Riverside Community College District through its three colleges-Moreno Valley College, Norco College, and Riverside City College, supported by the District Office-are committed to developing and maintaining safe, inclusive, accessible, and supportive environments for all members of our community to learn and work. Safety is a top priority. Accordingly, in support of protecting the health and well-being of all, the District reminds you of your right to file a complaint. 

The District depends on members of our community to identify and report issues of concern. We ask all members of our community to make an individual commitment to helping to keep the District a safe and ethical institution. Making reports also assists the District to protect the rights of all parties, provide appropriate support services, resources and identification of available complaint resolution options for students and employees.

If you file a complaint, be assured that you are protected against retaliation. If you see something, say something, and do something about it-report any concerning behavior or activity by contacting a College or District administrator or a member of the District's Diversity, Equity and Compliance Office/Title IX Team, or using the online reporting forms provided on this page.

Report Unlawful Harassment, Discrimination or Retaliation Based on Protected Status

Riverside Community College District does not discriminate on the basis of protected statuses which include:

age, ancestry, color, disability (physical or mental), ethnic group identification, gender expression, gender identity, genetic information, immigration status, marital status, medical condition, military/veteran status, national origin, race, religion, sex/gender, sexual orientation.

See something, say something, and do something is not just slogan. Without members of our community who are willing to “say something," discrimination and harassment cannot be investigated and addressed. All members of our community can report harassment and discrimination. Reports can be made verbally or via email or by using the online reporting form provide on this page.   

Both state and federal anti-discrimination laws as well as District policies and procedures prohibit retaliation against individuals who report or oppose discrimination or harassment, including those who provide statements, or assist or participate in any way in an administrative investigation into complaints of this nature.

Report Title IX Sexual Harassment (Sexual Misconduct)

Under the new federal guidelines, Title IX defines sexual harassment as conduct based on sex that satisfies one or more of the following:

  1. An employee of the recipient [RCCD] conditioning the provision of an aid, benefit, or service of the recipient [RCCD] on an individual's participation in unwelcomed sexual conduct;
  2. Unwelcome conduct determined by a reasonable person to be so severe, pervasive, and objectionably offensive that it effectively denies a person equal access to the recipient's education program or activity; or
  3. “Sexual assault" as defined in in 20 U.S.C. 1092(f)(6)(A)(v) , “dating violence" as defined in 34 U.S.C. 12291(a)(10) , “domestic violence" as defined in 34 U.S.C. 12291(a)(8) , or “stalking" as defined in 34 U.S.C. 12291(a)(30)
