Messages for S​tudents​


March 16, 2022 - Ending COVID-​19 Booster and Masks Mandates​​

Dear Students,

I am pleased to announce that the RCCD COVID-19 Booster Mandate has ended, and protective masks are no longer required at Moreno Valley College, Norco College and Riverside City College. The District’s board of trustees met last night and approved a new addendum to Resolution No. 02-21/22 that removes the booster and masking requirements. While the trustees have removed these requirements, the booster shots are still strongly encouraged for those who are eligible, and masks are highly recommended to reduce the chance of infection. These changes are effective immediately.

The COVID-19 Vaccination Mandate is still in effect. If you need access to District or college facilities, you must share evidence with the District on Cleared4 showing that you have either one dose of the Johnson & Johnson vaccine, or two doses of the Moderna or Pfizer vaccine, before you will receive a pass to be on campus.

Alignment with CDC, Cal OSHA, RCDPH Recommendations
These changes are in alignment with state policies, and recommendations of the US Center for Disease Control and Prevention (CDC), the California Division of Occupational Safety and Health (Cal OSHA), and the Riverside County Department of Public Health (RCDPH). These agencies strongly recommend booster shots, but do not require them for school attendance. The state has also recently lifted the indoor masking requirement, so our board of trustees has directed us to do the same.

Testing Available On Campus
Weekly COVID-19 testing is still required for students with an approved medical or religious accommodation to the vaccination mandate, or if you are attending classes at the Ben Clark Training Center. For these students, evidence of negative test results must be shared with the District on Cleared4 before a pass will be issued allowing access to on-campus classes, activities and other student services.

Returning to Campus
Students are happily returning to our campuses. Classes during the spring term are available in-person, online and in hybrid modes of instruction. We have something for everyone! Our performing arts are on stage; sports teams are competing; student clubs are engaging; and many students are adding new classes that begin mid-term at all three colleges. We also have classes that meet in the evening, and weekend classes too.

Some people are still wearing masks, and that is okay. We still think boosters are a good idea. COVID-19 infections, hospitalizations and mortality rates are dropping, and we want that trend to continue. This is especially true on our campuses where we are beating the state and county averages in all of the COVID-19 statistics we are monitoring​. RCCD campuses are safe, excellent places to learn, study, and achieve success. Stay engaged! Your success is on the horizon.​
